They are fungus gnats and fruit flies. Fruit flies are attracted to food scraps. If you're adding scraps to your compost bin, bury them under some yard waste materials such as leaves. Fungus gnats are attracted to moisture and fungus.

I should have known you can't escape gnats no matter where you go. The reference to the Wingless Midge didn't say what it eats. I figure they survive on whatever falls with the snow, or maybe microorganisms. Or perhaps trudging humans.
